About Victoria R. Armstrong, MSW, LSW
Victoria “Tori” Armstrong is a Community Health Programs Coordinator at Children’s Hospital of Philadelphia (CHOP), where she leads innovative, community-based health initiatives across the Care Network. Drawing on her Master of Social Work degree from West Chester University and years of experience in community health and social work, Tori designs and implements programs that bridge clinical care with social determinants of health.
She has launched and expanded high-impact programs such as Food as Medicine at Norristown and Sunnybrook, creating on-site emergency food pantries at no cost to CHOP, and scaled Prescribe Outside to seven primary care sites, delivering 133 programs and 536 outdoor prescriptions in FY25 alone. Tori also spearheads the Picture This! initiative, transforming clinical spaces across the Care Network with vibrant, healing art to foster creativity and community connection.
Guided by integrity, compassion, and a deep respect for those she serves, Tori turns data-driven community needs assessments into sustainable programming. Her leadership includes organizing a 25-partner Spring Health Fair in Pottstown that served over 125 families and expanding Snowflake Station, CHOP’s annual holiday gift initiative, across multiple underserved practices, bringing joy and essential resources to hundreds of children and families. She also strengthens internal communication and storytelling by presenting program updates at Care Network management meetings, shaping institutional messaging, and supporting colleagues with grant writing and community benefit tracking.
Through these efforts, Tori builds trusted partnerships with organizations such as the Pottstown Cluster of Religious Communities, Delaware Valley University, Trellis for Tomorrow, and local public safety leaders, ensuring that patients, families, and partners feel seen, heard, and supported while advancing CHOP’s mission to improve health and well-being across the region.
