Assign ED Leader Roles

For a Multiple Patient Event, assign only the roles noted with actions in the MPE column. For a Mass Casualty Incident, assign each one of these roles.

The Following Roles are Assigned for Both MPE and MCI Events

  • Assume duties of ED Charge nurse and ED flow facilitator (M-F) for existing ED patients
  • Assist with relocation of existing patients
  • Act as a resource for personal pool who are assigned to the main ED
  • ED APP EDECU
  • Filled by:
    • EDECU APP
    • Reassigned by Physician in Charge if no EDECU APP in house
  • Situational awareness and redeployment of FLOCs
  • Relocate patients out of the EDECU in preparation for the arrival of MCI patients.
  • ED Tech
  • Filled by:
    • Tech team lead
  • Assist with relocation of patients, with supplies and restocking
  • Assist in the resuscitation room or as PPE monitor as assigned
  • HAZMAT Event: Act as DECON team member until relieved by other DECON team members
  • Assist with relocation of patients, assist with supplies and restocking
  • Obtain wheelchairs, stretchers and transport surfaces and stage in ambulance bay for anticipated patients arriving by private vehicle
  • Assist in the resuscitation room or as PPE monitor as assigned
  • HAZMAT Event: Act as DECON team member until relieved by other DECON team members

    • Direct Biller APP (Appointed by EDECU APP) Assign role in this order of preference: Triage, Behavioral Health, Team 4, Team 3
    • Reassigned by Physician in Charge if no Direct Biller APP staffed
  • Situational awareness and redeployment of FLOCs
  • Coordinate with PAC Nurse to triage patients; and identify patients at risk for decompensation and ensure movement to higher level of care as indicated
  • ED EDECU Nurse
  • Filled by:
    • EDECU champion or experienced EDECU RN
  • Partner with MCI Charge Nurse and APP EDECU to determine EDECU patients appropriate for relocation and prepare EDECU to accept incoming patients
  • ED Flow Physician
  • Filled by (in order of preference):
    • PEM attending arriving to assist
    • Team 4 or 6 PEM attending
    • Team 3 PEM attending
  • Work with the ED MCI POD, and POL/NOL, to create space for MCI patients and maximize patient flow.
  • Maintain situational awareness of MCI patients in overflow areas
  • ED PAC Nurse
  • Filled by:
    • Experienced Triage/PAC RN
  • Evaluate current waiting room status
  • Rapidly sort incoming event patients sent to the waiting room using standard ESI
  • Partner with APP Waiting Room to oversee patient receiving care in Waiting Room after relocation from Main ED.
  • ED Personnel Pool Leader
  • Filled by:
    • ED or inpatient nurse leader or Administrator e.g. ED Admin, ED Lead PSR, Inpatient or ED nurse manager/leader
  • Organize staff external to the ED arriving to the Atrium to assist with care of MCI or existing ED patients.
  • Coordinate with resource nurse to deploy staff to various areas of the ED based on skill set and ED needs
  • ED Resource Nurse
  • Filled by:
    • Flow RN, Team 1/2 team lead, or Team 3 leader
  • Partner with MCI Charge nurse to determine resource needs during MCI event related to Staffing, Supplies and patient flow.
  • Communicate resource needs during MCI event to appropriate persons
  • Partner with Personal Pool Leader to coordinate staffing placement
  • ED Transport MCP Physician
  • Filled by (in order of preference):
    • Existing MCP
    • Operations Lead (OL)
    • Team 4 or 6 or 3 PEM attending
  • Determine which patients can safely be transported from outside hospitals to CHOP
  • ED Triage Nurse
  • Filled by:
    • PAC nurse or most experienced Triage RN
  • Coordinate Triage activities using SALT triage, ensure all arriving patient/families are properly triaged
  • HAZMAT Event: Partner with decontamination team
  • ED Urgent Care Lead
  • Filled by:
    • Team 4 Urgent Care attending
  • Work with ED MCI Urgent Care Nurse to supervise the care of existing and newly arriving non-urgent and urgent MCI patients in teams 4 or 6
  • ED Urgent Care Nurse

    • Senior Team 4 RN
  • Responsible for supervising the care of existing and newly arriving non-urgent and urgent event patients in teams 4 or 6
